@郭磊的回答,对其中的两部分有明显异议,故单独编辑答案如下.
首先把最末的结论拿上来:
总的来说,首先第二修正案如最高法院判决所澄清的,本身就意在保护个人拥枪携枪合法自卫的权利,其次其反抗暴政的意义,时至今日仍然有相当实际的意义,并不仅仅停留在象征性层面.

如下是对原回答相关内容的对应纠正,及得到上述结论的具体论据及论证.
这个问题的回答真是一边倒,其实,在美国国内支持枪支管制的呼声并不弱,民主党,尤其是克林顿那一届政府,实施枪支管制的决心是非常大的……正因为如此,才有了《布雷迪议案》(曾担任总统新闻秘书的布雷迪在里根遇刺事件中受伤致残),才有了《暴力犯罪和执法保护法》。至于美国宪法第二修正案:管理良好的民兵是保障自由州的安全所必需的,因此人民持有和携带武器的权利不得侵犯。我个人倾向于理解为,它的本意是确保管理良好的民兵组织拥有持有枪支的权利,这是一种集体权利,而非在强调私人持枪的权利。

关于这段,美国最高法院2008年的海勒判决(District of Columbia v. Heller)中非常详细的给出了最高法院的意见,也即是法律上目前为止最权威的意见.为方便阅读给了潦草的翻译:

The phrase "well-regulated" was in common use long before 1789, and remAIned so for a century thereafter. It referred to the property of something being in proper working order. Something that was well-regulated was calibrated correctly, functioning as expected. Establishing government oversight of the people's arms was not only not the intent in using the phrase in the 2nd amendment, it was precisely to render the government powerless to do so that the founders wrote it.
简单的说,well regulated在当时的意思并不是"管理良好的",而是"工作正常的","恰当发挥效用的".实际上具体到well regulated militia,比较广泛的翻译是"训练有素的民兵".这里原作者犯的是典型的顾名思义的错误.实际上这个错误我最初也犯过,后来经前辈指正又再做功课后解惑.
最后,关于下面这段引文:
显而易见的是,如今人民持有枪支也不可能以此对抗国家机器了,如果将枪支管制问题简单归结为民主和人权,那欧洲众多的民主国家对枪支的严格管制就很难解释了。目前的现状是,反对枪支管制的力量一直占据上风,美国步枪协会是一个非常强势的院外集团,共和党也一直旗帜鲜明地反对管制,况且修宪在当前美国几乎不具备可能性。所以才有了《暴力犯罪和执法保护法》最终废除了“禁止攻击性武器”的条款,才有了枪支管制运动一再重复小胜利——大失败的轨迹。
实际上就在2014年上半年,nevada州还发生了牧民集体持枪反抗United States Bureau of Land Management执法的事件,并以牧民胜利逼退执法方告终,虽然对峙过程中双方并未发一枪一弹,但已经到了枪口互对的程度.换句话说,至少在今天,民众仍然可以持有枪支对抗国家机器.即便国家机器有优越得多的武装力量,仍然要考虑到与平民交火带来的巨大成本,无论是直接的人员伤亡成本还是间接的舆论压力成本等等,并因此被持枪平民制衡.有关事件详情可参看wiki词条:
