“中国绿卡” 《外国人永久居留身份证》是什么？
What is “Chinese Green Card" (Foreign Permanent Resident ID Card)?
“中国绿卡”，即《中华人民共和国外国人永久居留身份证证》，是中国公安部颁发给对中国经济社会发展作出突出贡献或者符合其他在中国境内永久居留条件的外国人的永久居留许可证。其有效期为五年或十年，到期后可延期。
“Chinese green card”, namely the "Foreign Permanent Resident ID Card of People's Republic of China", is a permanent residence permit issued by the Ministry of Public Security of the People's Republic of China to foreigners who have made prominent contributions to China's economic and social development or who match other conditions for permanent residence in China. Its validity period is five or ten years and can be extended upon expiration.

在国家颁布的《外商投资产业指导目录》鼓励类产业中，个人直接投资合计50万美元（实际缴付注册资本金）以上;
The applicant shall make a total amount of over USD 500,000 of individual direct investment (pAId-in registered capital) in industries encouraged under the Catalog of Industries for Guiding Foreign Investment as promulgated by the State;

申请时及申请之日前连续三年投资稳定且纳税记录良好;
The applicant has been having steady investments and good tax records for three consecutive years upon application and prior to the date of application;

并在北京设立了外商投资企业，《外商投资企业批准证书》或《外商投资企业设立备案回执》、《外商投资企业变更备案回执》投资者一栏注明申请人姓名的。
The applicant has founded foreign-funded enterprise(s) in Beijing with his/her name indicated in the investor column of Certificate Approval of Foreign-funded Enterprise, Record Receipt for Incorporation of Foreign-funded Enterprises or Record Receipt for Change to Foreign-funded Enterprises.
同时满足以上要求的，可以申请永久居留。

投资人员——个人投资200万美元以上

The applicant shall make a total amount of over USD 2000,000 of individual direct investment (paid-in registered capital);

申请时及申请之日前连续三年投资情况稳定且纳税记录良好的;
The applicant has been having steady investments and good tax records for three consecutive years upon application and prior to the date of application;

通过在北京设立外商投资企业或与中方投资者共同进行石油的合作勘探开发等方式进行投资;
The applicant has made the investment by setting up foreign-funded enterprise (s) in Beijing or by cooperating with Chinese investors in oil exploration and development;

并在北京设立了外商投资企业，《外商投资企业批准证书》或《外商投资企业设立备案回执》、《外商投资企业变更备案回执》投资者一栏注明申请人姓名。

Employee- Serve at Four Types of Enterprises

在北京高新技术企业、鼓励类外商投资企业、外商投资先进技术企业或者外商投资产品出口企业；
Serve at new and high technology enterprises, encouraged foreign-funded enterprises, foreign-funded technologically advanced enterprises or foreign-funded production-for-export enterprises in Beijing;
02
担任副总经理、副厂长等职务以上或者具有副教授、副研究员等副高级职称以上，以及享有同等待遇；
Hold a position higher than deputy general manager, deputy factory director or a title higher than deputy-senior titles such as associate professor and associate research fellow, or enjoy the equivalent treatment;
03
申请时及申请之日前已连续任职满4年，4年内在中国居留累计不少于3年，且纳税记录良好的外国人。
Foreigners who have served for 4 consecutive years upon application and prior to the date of application, and resided in China for no less than 3 years and had good tax records during the past 4 years.
同时满足以上要求的，可以申请永久居留。

任职人员——在重点高校任职
Employee- Serve at Key Colleges or Universities

在北京重点高等院校担任教授、副教授以及享受同等待遇；
Serve as professor or associate professor at key colleges or universities in Beijing, or enjoy the equivalent treatment;

自受理之日开始计算，申请时及申请之日前已连续任职满四年，四年内在中国居留累计不少于三年且纳税记录良好的。
Have served for four consecutive years, resided in China for no less than three years and have had good tax records upon application and prior to the date of application (since the date of acceptance).
同时满足以上要求的，可以申请永久居留。
Those who meet the above requirements simultaneously may apply for permanent residence.
任职人员——执行国家重点项目
Employee- Implement National Key Projects

在国务院各部门或者省级人民政府所属机构、执行国家重点工程项目或者重大科研项目的企业事业单位，以及国家实验室、国家重点实验室、国家工程实验室、国家工程研究中心、国家认定企业技术中心、国家工程技术研究中心和外商投资研发中心等7类科研机构中工作；
Serve at any of the departments under the State Council or subsidiary organs of a provincial people's government, enterprises and public institutions carrying out national key projects or major scientific research projects or 7 types of scientific research institutions: national laboratories, national key laboratories, national engineering laboratories, national engineering research centers, state-recognized enterprise technology centers, national engineering technology research centers and foreign-funded research & development centers;

担任副总经理、副厂长等职务以上或者具有副教授、副研究员等副高级职称以上，以及享受同等待遇；

Employee-High-level Foreign Talents subject to the Management of Competent Authorities of Beijing

经北京人才主管部门认定的外籍高层次人才或者经北京科技创新主管部门认可企业聘雇并担保的行业高级专业人才；
High-level foreign talents recognized by the competent talent authority of Beijing or highly professional personnel employed and guaranteed by enterprises recognized by the competent scientific and technological innovation authority of Beijing;

申请时及申请之日前持加注“人才”的工作类居留许可连续在北京工作满3年。
The applicant has been working in Beijing for 3 consecutive years via a work-related residence permit affixed with the mark of “Talent” upon application and prior to the date of application.
经工作单位推荐，可以申请办理外国人永久居留证。
On the recommendation of the employer, the applicant may apply for a foreign permanent resident ID card.

夫妻团聚
Conjugal Reunion
中国公民或者在中国获得永久居留资格的外国人的配偶，且申请时及申请之日前，婚姻关系存续满五年、在中国连续居留满五年、每年在中国居留不少于九个月、有稳定生活保障和住所、遵守中国法律、身体健康、无犯罪记录的外国人，可以申请永久居留。
Spouses of Chinese citizens or foreigners who have obtained permit for permanent residence in China may apply for permanent residence, provided that they, upon application and prior to the date of application, have been married for five years and resided in China for five consecutive years (no less than nine months each year), enjoys stable living guarantee and residence, abides by the laws of China, enjoys good health and has no criminal record.

未满18周岁的外籍未婚子女,投靠中国籍父母或已在中国获得永久居留资格的外国籍父母的，可以申请永久居留。
Unmarried foreign children under the age of 18 may apply for permanent residence when they seek to live as dependents with their Chinese parents or foreign parents who have obtained permanent residence permit in China.

在境外无直系亲属，投靠境内已满18周岁的中国直系亲属、或具有在华永久居留资格的外籍直系亲属，且年满60周岁、申请时及申请之日前已在中国连续居留满五年、每年在中国居留不少于九个月并有稳定生活保障和住所、遵守中国法律、身体健康、无犯罪记录的外国人，可以申请永久居留。
Foreigners who are over 60 years old and have no immediate relatives outside China may apply for permanent residence when they seek to live as dependents with their Chinese direct relatives who have reached the age of 18 or foreign direct relatives with permit for permanent residence in China, provided that they, upon application and prior to the date of application, have resided in China for five consecutive years (no less than nine months each year), enjoys stable living guarantee and residence, abides by the laws of China, enjoys good health and has no criminal record.

中关村高层次外籍人才
Zhongguancun High-level Foreign Talents
符合中关村外籍高层次人才认定标准的外国人，经由中关村管委会出具推荐函，可以申请办理外国人永久居留。
Foreigners who meet the recognition criteria for high-level foreign talents at Zhongguancun may apply for permanent residence through a letter of recommendation issued by the Administrative Committee of Zhongguancun Science Park.
中关村高层次人才外籍配偶子女
Foreign Spouses & Children of Zhongguancun High-level Talents
中关村区域内中国籍高层次人才的外籍配偶及未成年子女,享受外籍高层次人才配偶及未成年子女待遇，可以通过申请永久居留直通车的程序,申请永久居留。
Foreign spouses and underage children of high-level Chinese talents who live or work within the Zhongguancun area enjoy the same treatment as spouses and minor children of high-level foreign talents. They may apply for permanent residence via the procedure of permanent residence express.
中关村外籍华人
Overseas Chinese at Zhongguancun
具有博士研究生以上学历且持工作类居留许可在中关村企业工作的外籍华人；或申请时及申请之日前持工作类居留许可在中关村企业连续工作满4年、每年在中国境内实际居住累计不少于6个月的外籍华人，可以申请办理外国人永久居留。
Overseas Chinese who has an educational history higher than doctoral candidate and serve at a Zhongguancun enterprise via a work-related residence permit; or foreign Chinese who, upon application and prior to the date of application, have served at a Zhongguancun enterprise for 4 consecutive years via a work-related residence permit and resided in China for a total of no less than 6 months each year, may apply for permanent residence.

Foreign Members of Zhongguancun Entrepreneur Teams & Foreign Technical Personnel Selected and Employed by Zhongguancun Enterprises
根据中关村外籍人才积分评估标准，达到70分的中关村创业团队外籍成员和中关村企业选聘的外籍技术人才，经由中关村管委会认定并出具推荐函，可以申请办理外国人永久居留。
Among foreign members of Zhongguancun entrepreneur teams and foreign technical personnel selected and employed by zhongguancun enterprises, those who score 70 points in accordance with the assessment criteria for foreign talents at Zhongguancun may apply for permanent residence via recognition performed and a letter of recommendation issued by the Administrative Committee of Zhongguancun Science Park.

对中国有重大突出贡献及国家特别需要的人员
Personnel with Major Contributions to or Especially Wanted by China
对国家经济发展和社会进步做出过重大、突出贡献或对国家有重大价值的世界顶尖人才、特殊技能人才及知名人士等，包括世界著名科学奖项获得者、世界知名学者、企业家、运动员、文艺人士等外国人，可以申请永久居留。
World-leading talents, talents with special skills and celebrities who have made significant and prominent contributions to the economic development and social progress of China or who have great value to the country, including winners of world-renowned science awards, world-renowned scholars, entrepreneurs, athletes, literary and artistic personages, may apply for permanent residence.

Overseas Chinese Doctors
具有博士研究生以上学历且持工作类居留许可在北京工作的外籍华人，可以申请办理外国人永久居留。
Overseas Chinese who has an educational history higher than doctoral candidate and work in Beijing via a work-related residence permit may apply for permanent residence.
